The Unified CPN (Maoist) on Thursday appeared positive on the government action plan of rehabilitating and integrating the Maoist combatants within 112 days.
During a meeting of the Special Committee on the Supervision, Integration and Rehabilitation of Maoist combatants, the Maoist leadership agreed in principle to the government proposal.
However, the two sides will continue discussion to make the proposal submitted by Committee coordinator and Prime Minister Madhav Kumar Nepal "more effective" and try to forge consensus on issues on which the two sides differ.
Talking to media-persons after the meeting, Chief Secretary of Nepal government Madhav Ghimire, who is also the secretary of the Committee, said that the two sides agreed in principle to give a final shape to the action plan to finish integrating the armies by the stipulated timeframe.
During the earlier meeting of the Committee, Prime Minister Madhav Kumar Nepal had tabled the action plan which proposes, among others, to garner political consensus on the number of Maoist combatants to be integrated in state security agencies and collect separate data regarding combatants who want to integrate into the state security forces, those who want to chart their own career in politics and those who just want to be rehabilitated back into the society.
According to Marty Logan, spokesperson for UNMIN, the outgoing combatants were given the identity cards prepared by UN after withdrawing their PLA identity cards. The new identity cards will be valid for 12 months. He added that the outgoing combatants would be provided package aid on the basis of these identity cards. A set of clothes in a bag was distributed to each of the outgoing combatant during the programme.
However, the disqualified combatants have accused the government of humiliating them. Shivaram Khadka of Okhaldungha said, "We have left the formation, not the revolution." The team will send 210 combatants home formally on Thursday.
Division Commander Suka Bahadur Rokaya will give Rs 10,000 from the government peace fund to each of the combatant to meet their travel expenses. Commander Sharad said each combatant will also be provided with Rs 12,000 from the amount collected from the other combatants who were still to stay in the cantonment. Each of the outgoing combatants will have a set of clothes and Rs 22 thousands at the time of departure.
